Revitalizing Rochester’s Lowertown: New Investment Ahead
With over $720,000 allocated across two funding rounds in 2025, property owners and local businesses in Lowertown have the chance to secure grants covering up to 30% of project costs, with awards reaching as high as $175,000 per project. These funds are designed to help improve commercial properties and encourage investment in an area that boasts more than 100 businesses within walking distance of downtown.
Projects eligible for funding are broad-ranging. They include property repairs and renovations, new building construction, landscaping, streetscaping, demolition, and predesign or engineering services. Importantly, these funds focus on enhancing privately owned infrastructure and amenities, rather than public operating expenses.
The grant program prioritizes properties near the upcoming Link Bus Rapid Transit corridor, expected to open in late 2026. This public transportation upgrade is anticipated to increase accessibility and bring further economic vitality to the area.
Prospective applicants must apply during open windows the second of which runs August 4 to August 25, 2025 and are required to provide matching funds from private or non-federal sources. Completed projects must submit proof of expenses by June 30, 2026, to qualify for reimbursement.
As Rochester prepares for the launch of the Link BRT and ongoing downtown revitalization efforts, this grant program plays a critical role in ensuring Lowertown remains a vibrant and thriving community hub.
