Rochester's Silver Lake Park Undergoes $7 Million Transformation

Rochester’s Silver Lake Park is undergoing a major transformation, with construction and upgrades already in progress as part of a multi-phase revitalization project launched in spring 2024. Phase One, backed by approximately $7 million in funding from a 2020 voter-approved referendum, city budget, and grants, includes a wide range of improvements aimed at creating a more inclusive, family-friendly, and culturally responsive community space.

One of the most visible changes is the removal of the old pool, replaced by a new splash pad and a compact pool footprint. While smaller in scale, the design allows for the future addition of a full 8-lane, 25-yard competition pool once further funding is secured. The park’s playgrounds are also being renewed with updated structures, improved pathways, and fenced-in zones to deter geese and enhance safety. Skateboarders can look forward to a major expansion of the skate park, designed for all skill levels and shaped by community input.

A significant cultural addition is the new Indigenous gathering space at the confluence of the Zumbro River and Silver Creek, co-designed in collaboration with the Dakota community to honor and reflect Indigenous heritage. Across the park, new picnic shelters, restrooms, and walking paths are being installed, with safety improvements throughout.

Looking ahead, the skate park will receive an additional $1 million boost between 2025 and 2026, supported by a $650,000 state grant and a $350,000 local match. Design work is set to begin in late 2025, with construction starting in spring 2026 in partnership with the nonprofit City of Skate.

Future plans, pending funding, envision a full-scale aquatic center, major upgrades to the Silver Lake Dam for ecological restoration and connectivity, and added amenities like a dog park, food truck plaza, hillside seating, pier, and expanded trail network. The entire multi-year vision could total $15 to $20 million in investment. Throughout the process, the city has prioritized robust community engagement, including public surveys, youth voices, and Indigenous collaboration, ensuring the project reflects the diverse needs and values of Rochester residents.
